Does anyone recognize this bike ?

Hi again,
I found this picture on the web and got exited and inspired about the black rims and the black handlebar, on a bike that seems newly renovated.
Does anyone have more pictures, or know more about the bike?
It is somewhere in the US, not far from Florida I guess, since it showed up at the Rockers v Mods event in Fort Lauderdale in 2009.
